GENERAL PROVISIONS
The Police Policies Manual describes LorePD's law enforcement organizational structure, objectives, principles, policies, procedures, rules and regulations. All law enforcement officers are to conform to the rules and provisions described in the Police Policies Manual. It is recognized that due to the fluid nature of police work, a Division Commander may authorize policy and procedures outside of the guidelines set forth in the Police Policies Manual.
This Police Policies Manual supersedes all existing manuals, orders, and other regulations, which are in conflict with the contents contained herein.

PERSONAL CONDUCT
ON DUTY CONDUCT
Officers are required to obey, establish, and maintain a working knowledge of all appropriate Department Policies, Department Procedures, and Community Rules & Guidelines. In the event of improper action or breach of discipline, it shall be assumed that the officer was familiar with the law, rule, or policy in question.
Employees are prohibited from engaging in the following activities while on-duty:
Consumption of alcohol/intoxicants (unless to further a police purpose)
Sleeping
Recreation (unless for the purpose of community outreach)
Conducting personal business
Gambling (unless to further a police purpose)
Loafing (failure to be attentive to police business)
Engaging in Physical Altercations
OFF DUTY CONDUCT
Officers shall be courteous and civil at all times in their relationship with one another. Off-duty Officers are expected to abide by Community Rules & Guidelines at all times. Off-duty misconduct may result in disciplinary action.
UNIFORM REQUIREMENTS
All police employees of the Department, except non-uniformed detectives and non-uniformed civilian employees, shall maintain a regulation uniform in good order. Officers in uniform shall wear badge and nameplate identification at all times.

Utility uniforms are to be explicitly authorized for use according to rank and assignment by supervisors. Shirts may also be subject to supervisor change based on patrol assignment.

Utility uniforms are authorized for use according to rank for Detectives and higher ranking officers during standard patrol assignments.

Undercover Officers are not required to comply. Plainclothes & Undercover Detectives must be approved by the on duty Watch Commander.
VEHICLE REQUIREMENTS
All police vehicles of the Department shall be in regulation, clean, well maintained, and in good order. Officers must use authorized Department Vehicles only.

Patrol Officers must use Marked & Hardtop Vehicles. Slicktop and Unmarked Vehicles are for special assignments only and must be approved by the on duty Watch Commander.
GROOMING & APPEARANCE STANDARDS
The following grooming standards apply to all Department personnel:
HEAD HAIR AND FACIAL HAIR
GENERAL REQUIREMENTS
Hair will be neat, clean, and trimmed.
Hair coloring is permitted in natural hair colors only.
Head hair shall be neat and clean, and shall not interfere with the proper wearing of the uniform, hat, or use of protective equipment (i.e., mobile field force helmet, gas mask, or Class A cover, etc.).
Head hair shall not be worn, or arranged in a way that would be advantageous for a suspect to grab and constitute a safety hazard for the employee.
MALE REQUIREMENTS
Head hair shall be neatly trimmed and may be worn full at the sides and back, but shall not extend over the shirt collar of the uniform.
Sideburns shall not extend below the bottom of the earlobe, will be of even width, not flared, and will end with a clean-shaven horizontal line.
Mustaches shall not extend below the natural smile line.
Beards shall be permitted only for non-uniformed civilian personnel, or for a bonafide medical condition.
FEMALE REQUIREMENTS
Hair may be worn full at the sides and back, but shall not extend over the shirt collar of the uniform.
While dressed in civilian attire, hair may extend over the collar of civilian clothing, as long as it presents a well-groomed appearance.
BODY PIERCING OR ALTERATION
Males are not permitted to wear any visible piercings. Females with pierced ears are permitted to wear one (1) small stud-type earring per earlobe. With the exception of the earlobe for female employees, body piercing shall not be visible while an employee is on duty or representing the Department in any official capacity.
TATTOOS, BRANDS, SCARIFICATIONS
All Department personnel, while on-duty, shall not display any tattoo, brand, or scarification above the collar line or below the elbow. Visible tattoos on the neck, face, head, tongue, lips, scalp, or hands are not authorized. A single-band tattooed ring, on one finger, on one hand, is authorized and does not require covering. Tattoos depicting gang affiliations, hateful or violent sentiment, and explicit content are prohibited.
PATROL JURISDICTIONS
All police employees of the Department are expected to abide by the Area of Play and go on duty as the corresponding Law Enforcement Agency. Police employees must clock in via the Duty Assignments before going on-duty and to clock out by removing themselves after going off-duty.
